
Salford City Council is proposing to re-introduce the Alcohol Public Spaces Protection Order (PSPO) in Salford
A consultation period has been announced by Salford City Council which will run from 13 August to 7 September 2020. Residents of Salford can voice their opinion via an online consultation questionnaire.
The aim of the order is to prohibit the consumption of alcohol in public areas across Salford in order to reduce the associated anti-social behaviour. The PSPO would mean that a constable or authorised person would be able to require a person to not consume alcohol, or what a constable or authorised person believes to be alcohol, when in breach of the order and to surrender the possession which is or is believed to be alcohol or a container for alcohol.
However, this order would not apply to:
- premises authorised by a premises licence to be used for the supply of alcohol;
- premises authorised by a club premises certificate to be used by the club for the supply of alcohol;
- a place within the curtilage of premises within the above bullet points;
- premises which by virtue of Part 5 of the Licensing Act 2003 may at the relevant time be used for the supply of alcohol or which, by virtue of that Part, could have been so used within the 30 minutes before that time;
- a place where facilities or activities relating to the sale or consumption of alcohol are at the relevant time permitted by virtue of a permission granted under section 115E of the Highways Act 1980 (highway-related uses).
If any person fails to comply with the order they may receive a fine not exceeding £500 or a fixed penalty notice not exceeding £100.
The current PSPO covers the following wards in their entirety:
- Walkden North, Walkden South and Little Hulton
- Swinton North, Swinton South and Pendlebury
- Eccles, Winton and Barton
- Claremont and Weaste & Seedley
- Kersal, Broughton and Irwell Riverside
- Ordsall and Langworthy
The current PSPO covers the following wards in part only:
- Irlam and Cadishead - from M62 south and Manchester Ship Canal to border with Warrington
- Worsley – Barton Road and Worsley Brow from border with Eccles. Worsley Road from M60 junction 13 to border with Swinton South. Moorside Road from junction with Worsley Road to East Lancashire Road.
- Boothstown & Ellenbrook – area bounded by Mosley Common Road, Leigh Road, Ellenbrook Road and East Lancashire Road to border with Wigan.
