Greater Manchester Living Income Campaign

The Greater Manchester Living Income campaign is a community effort to fix a social security system that leaves too many people struggling. The idea is simple: everyone should have enough money to cover the basics and live with dignity, and the system should support people properly when they need it.

"We are a coalition of 4 organisations from across Greater Manchester who came together in 2022 to explore a Living Income in Greater Manchester, and coordinate the efforts of people in communities across Greater Manchester."

A Living Income would guarantee a minimum level of financial security, along with fair and respectful employment support. More than 100 local residents helped design what this should look like, shaping everything from the level of payments to how people should be treated.

The campaign is calling for a two‑year pilot involving 200 households across Middleton, Tameside, Oldham and Manchester. The aim is to show, with real evidence, that a Living Income works and can be expanded to everyone who needs it.

There is already political momentum behind the idea. Mayor Andy Burnham has publicly backed the campaign’s proposals, and hundreds of local people have taken part in events and organising work across the region.
